Rachael Koss

Rachael Koss is a shareholder at Adams Broadwell Joseph & Cardozo. She practices in the areas of energy, utility and environmental law. She represents the Coalition of California Utility Employees, a coalition of unions whose members are employees of most of the private and publicly owned electric utilities and combined electric and gas utilities in California. She practices before the California Public Utilities Commission and other state agencies on a wide array of energy regulatory, legal and policy issues such as electric and gas system safety and reliability, worker safety and workforce standards, rate cases and rate design, transportation electrification, decarbonization, energy resource planning and procurement, distributed energy resource integration, and wildfire, climate change and resiliency. Rachael also participates in crafting legislation affecting the utility industry and other energy issues. 

Before joining Adams Broadwell Joseph & Cardozo in 2008, Rachael was a law clerk for the Center on Race, Poverty and the Environment.
