Daniel Cardozo
Daniel Cardozo is Of Counsel to Adams Broadwell Joseph & Cardozo after 38 years with the Firm. Dan has represented labor unions, environmental and community groups and public agencies in local, state and federal administrative proceedings, the California Legislature and the courts, focusing on land use, environmental and labor law.
Dan was lead counsel for a labor, environmental and consumer coalition in a two-decade long campaign that established that the State building standards regulatory program is subject to the California Environmental Quality Act. The resulting environmental reviews led to the rejection of especially dangerous new building materials and a suite of protective measures that saved California drinking water consumers and construction workers from serious exposures to toxic chemicals and other hazards, as well as avoiding environmental contamination.
Dan sought and defended a Contra Costa County ordinance requiring heavy industrial manufacturing and processing plants to obtain land use permits for projects that posed public safety risks.

Dan was counsel for the Grassland Water District for over 30 years, during which he successfully blocked development threatening the largest remaining freshwater marsh habitat in the western United States, and secured long-term environmental protection and a long-term water supply for the District and wildlife habitat.
Dan has negotiated close to 300 construction industry prehire collective bargaining agreements for residential, commercial and industrial projects, including some of the largest construction projects ever undertaken in northern California. Dan has also negotiated dozens of project labor agreements for individual public works projects and agreements covering entire capital improvement programs, creating employment opportunities for local workers and workers from disadvantaged communities and underrepresented populations, and providing apprentice training opportunities for the formerly incarcerated, at-risk youth and returning military veterans.
Dan began his legal career as a law clerk to the Honorable Allen E. Broussard of the California Supreme Court. Prior to law school, Dan worked for the California Legislature and the Governor’s Office of Planning and Research (now the Governor’s Office of Land Use and Climate Innovation), and was Assistant Executive Officer of the Sacramento LAFCo and Executive Officer of the Santa Cruz LAFCo.
