Tom Enslow

Tom Enslow is a shareholder at Adams Broadwell Joseph & Cardozo. He represents clients in the development of building codes, construction workforce training programs, green building policies, and energy and water efficiency policy at the local, state and national level. He also represents clients in the negotiation of project labor agreements for industrial, commercial, residential, and public works projects, and in the development of state and local policies governing skilled and trained workforce requirements, apprenticeship training, contractor licensing, code enforcement, and other labor and construction standards. His work has resulted in state agencies redesigning energy efficiency incentive programs to ensure quality installation, support for worker training and development, and access to high road jobs for disadvantaged workers. He also was one of the lead attorneys for Amici Curiae in the case Plastic Pipe and Fittings Association v. California Building Standards Commission (2004) 124 Cal.App.4th 1390, in which the Court held that CEQA applies to the approval of building standards regulations that may impact the environment.

Before joining Adams Broadwell Joseph & Cardozo, Tom was an associate with McCracken & Byers, where he practiced land use law, and was a research attorney for the Sonoma County Superior Court with a focus on the California Environmental Quality Act docket.  He was also a law clerk for Communities for a Better Environment, Natural Resources Defense Council, and Shute, Mihaly & Weinberger. Tom also spent two years in Honduras with the Peace Corps, working on NGO development and helping to create the first natural history/cultural history museum in the Department of Olancho.
