The firm represents utility employee unions in administrative proceedings before the California Public Utilities Commission on energy policy issues, including electric and gas safety and reliability, energy resource planning and procurement, rate policy, transportation electrification, energy efficiency, decarbonization, and wildfire, climate change and resiliency, in addition to rate cases for the electric and gas utilities.

The firm’s representation of the Coalition of California Utility Employees (CUE) began shortly after the CPUC issued its Blue Book, which paved the way for deregulating the electric industry. ABJC represented CUE when it was the only stakeholder arguing that deregulation would lead to price spikes and blackouts. CUE was right. Since then, the firm has represented CUE on crucial matters relating to California’s core energy policy objectives such as safety and reliability, affordability, preventing wildfires and decarbonization. The firm’s representation of CUE at the CPUC and at the California Legislature has also been instrumental in bringing worker safety and workforce standards to the forefront of energy policy and utility regulation. On behalf of CUE, the firm has played a crucial role in groundbreaking energy and utility legislation such as SB 350, SB 901, SB 247 and AB 841.
